Rocket reach calculation is broken

I have sent out a CO2 rocket for 2 tiles to do some scanning. When I tried to bring it back, it cannot reach orbit, despite orbit being 2 tiles away and the remaining fuel info saying that it can travel 2 tiles. Going out 2 tiles and then traveling back in 2 tiles also has worked before with a different CO2 rocket. I suspect some problem with the math on calculated reach. In addition, it seems displayed reach and calculated reach are using different calculations, which they definitely should not do.

Problem is persistent over save & reload.

Load save, try to get home.

Had the same effect with a petroleum rocket. It is possible that changing the target deduces a miniscule amount of fuel and the display rounds this up so that it is not visible. The display is definitely broken though.
