Radbolt storages don't draw required power.

I just noticed that with a system I had built that I shut off for the time being that has a couple radbolt storages connected to it, that the radbolt storages don't draw power. They require to have a battery that has power to not lose radbolts, but will not consume 120 watts like they are supposed to.

EDIT:

Not seeing it happen now. Not sure what happened at the time. :S


Steps to Reproduce

Build a radbolt storage and stick some radbolts in it. Make a system that has a transformer attached to a battery that powers the radbolt storage. DIsable the transformer and notice that the battery is only losing the charge per day and not 120 watts from the radbolt storage.
