Similar to the linked bug by @Milchkarl, the placement of radbolt joint plate is prohibited in cases where the input port is to be placed over drywall or tempshift plate, but building the same arrangement in reverse order is allowed.
Steps to Reproduce
Place a drywall or a tempshift plate, then try building a radbolt joint plate with its input port over the wall item.
