Pilot dupes ignore Rocketry priority setting

I have two pilots in this spaceship, but I'd like Nails to not get on the controls (since they're my researcher). Setting the Rocketry priority to disallowed isn't doing anything, it seems.

Steps to Reproduce

1. Have a pilot in a rocket
2. Set their rocketry priority to Disallowed
3. Observe as they commit rocketry anyway

It seems like this skill is not implemented in DLC and only pertains to a base game version where it applies to rockets differently. Rocketry level skill doesn't seem to affect rocket speed too.
