Pacus (poss. other critters) getting confined inside incubator when hatching

When incubating pacus (possibly others critters, but I only observed it on the pacus), they sometimes and inconsistently become "confined" in the incubator.

 When that happens, no ranching errand is generated by the "fish release" even if it is counting less pacus than the max, and dupes will not relocate them to the ranches, which is quite a bit problem. See screenshots below.

Anyone else had that happen or can comment/complement this bug report?

Just for comparison, I killed the 3 babies, reloaded (just to be sure) and let the egg on the left finish incubating. It wasn't "confined" and immediately generated a ranching errand:

Steps to Reproduce

No idea, just incubate pacus and play the game.

1. have a pacu fry hatch from an egg inside an incubator.

2. save and reload -> the pacu fry is now confined and does not generate ranching errands at the fish release even though there are fewer pacus in the tank than the setting on the fish release.

The confined status seems to happen when I load the game and there were already pacu frys hatched in the incubator when i last saved/quit. Then they all become confined on load and don't trigger errands as described above.

It does not seem to happen for those that hatch during a play session.

Edit:

So I actually was able to reproduce this bug systematically.

Pacus in the image below have just hatched, are not confined, and generate a ranching errand on the fish release:

I then save, reload the game, the pacu fry are now confined and do not generate ranching errands on the fish release (no pending delivery) even though they are available.
