Outhouse stuck between states (has dirt but is still out of order)

This outhouse is filled with 200 kg of dirt, but is still showing out of order. There are also no errands to fill this outhouse on the errands tab. With only one outhouse, my duplicants are having accidents on the floor.

Steps to Reproduce

Run an outhouse for several cycles and wait for it to fail, and then your base gets flooded with contaminated polluted water.

i've been having this bug as well on new colonies for the past couple months, except my outhouses never queue up the dirt supply errand after being cleaned out. it's not a priorities issue; the errand just doesn't exist. reloading fixes the missing supply errands and my dupes immediately get to putting dirt into the outhouses and using the toilet (after i rolled back to the autosave before my entire colony peed their pants).
