Orbital Cargo Module drops cargo, but it is still there when landed

I dropped copper metal on another planet and came back to pick up more. I had to remove the old copper metal and put the same copper metal back in and I could go again

Steps to Reproduce

Have Orbital Cargo Module drop items on planet and land it back. All items are still inside
