No Nature Reserve despite 4 wild plants?

I suspect that's because the pepper plant on the right is "entombed" (it needs 3 free tiles vs only has 2). I think that check needs all the plants to be viable for it to consider for the nature reserve (but I could be wrong...!)

I have another room with non-growing plants that still seem to count. Guess it has to be the entombed state...
