When a dupe dies far away (not on the planet) everybody across the galaxy mourns for the dupe that dies. and receives "mourning" debuff.
BUT when a new dupe appears, the "new friend" buff only applies to the people on that plant. Dupes on other planet doesn't get the New Friend buff.
This needs to be consistent.
Steps to Reproduce
kill a dupe in space and see the mourning effect appear on everybody.
get a new dupe while having dupes off world and see the dupes not getting new friend buff.
