not a bug, your output pipes are set up wrong

the generators down the co2 output line cannot put their gas into the output lines as those already contain co2

pipes can merge gas packages, but gas outputs cannot.

move your co2 pipe one tile ip or down and have a T-section connect each co2 output to the pipe
