and this might be lost in translation, on a QWERTY keyboard, which is the Backtick button?

Google has it as ~ , however the behavior requirements are specific to Keyboard: United States-International.

This is not a standard 'combining' key combination.

Launch DLC, Option keybindings.

On my Dutch/European Qwerty keyboard, the tilde (~) and backtick (`) key is the one directly left of the (1) key. I've used it in game to switch between asteroids. I'm 100% sure my keyboard isn't set to USA, because i sometimes accidentally mess it up (hotkey is RCTRL + SHIFT or something) and the parentheses and question mark go under different keys.
