Missing hotkey for radiation building plans

The hotkey for radiation buildings have been missing since the launch of SO.

There are 15 building plans total where the 15th is Radiation.

However, the current hotkeys for building plans only exist up to "Plan 14", which is Rocketry.

Note. There are already 15 overlay hotkeys for the 15 overlays (including Radiation).

Steps to Reproduce

To observe the missing Radiation building plan hotkey:

  1. Open Game Menu [ESCAPE]
  2. Select Options
  3. Select Game
  4. Select Controls
  5. Find "Plan 14"
  6. Observe that "Plan 15" does not exist
