Ladder Bed Doesn't Count Ladder as Foundation

The ladder bed can only be built on top of other ladder beds or on the floor. If this is by design, I kind of wish it wasn't in anyway.

Steps to Reproduce

1. build a ladder bed.

2. note how it has missing foundation unless it is on top of another ladder bed, or on the ground.

 Yeah, that requirement was added in update 475803
