Hidden menus

Is it intended that menus that need research are showing up deactivated now?

If it's a new feature, then why are the rest of the menus after stations not showing up?

I remember that previously all menus were hidden until at least one of the building in them was researched. It may be helpful for new players to see that there are more things if they start researching them but there is no "tip" for it. Hovering over the menu just shows the shortcut button. And having some menus hidden and some showing, I think is just confusing.
