I'm not hundert procent sure but this at least seems like its not working properly.
I've just started a sandbox mode and started out with different solid elements with different temperatures in a vacuum.
I noticed that when pairing Copper Ore with other solid materials like Aluminium Ore, Steel or Thermium the temperature of equilibrium wont be met even close.
Steps to Reproduce
Pair solid Copper Ore with any kind of other solid element with a different temperature in a vacuum.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
