Gas fitting input+output loop sometimes deletes half of the gas

I noticed that a rocket with gas input+output fitting and gas cargo will sometimes start deleting half of the gas that passes through them.

While I do not know the exact trigger, the effect is immediately obvious when an unloader starts outputting less than 1 full packet per tick, but the gas cargo mass still decreases at 1 per tick.

It seems that disabling and re-enabling the gas filter for the cargo can fix it temporarily, but only temporarily.


Steps to Reproduce

1. Load attached save. 2. Using clock automation below loader/unloader, activate the loader. 3. Wait for it to load up the cargo until first non-1kg packet and note the gas mass in cargo. 4. Disable the loader. 5. The bug may become visible already - the gas cargo may start dropping. 6. If the bug hasn't showed up yet, activate the unloader. 7. Wait for it to unload the rocket completely, looking for skipped packets - sometimes (not sure when) it will skip a packet. 8. If the bug isn't apparent yet, turn the loader on and note the gas mass in cargo is lower than it was last time.
