Food gains refrigerated/deep-frozen status if ambient temperature is lower than 4C/-18C

According to patch notes in 463874 update, refrigerated and deep-frozen are states of food cooling, therefore food items with temperatures above threshold values for those effects (4C for refrigerated, -18C for deep-frozen) should not be considered refrigerated/frozen. The only exception stated in patch notes is active refrigerator, in which food is considered to be refrigerated even if it's temperature is higher than threshold for that effect.

However, in current version of the game (464434), food with temperature above 4C gains refrigerated/deep-frozen status immediately after being put into atmosphere with sufficiently low temperature, despite not being sufficiently cooled. There is also special case with vacuum, in which food is considered to be deep-frozen, despite lacking any thermal exchange and not being able to lose temperature and actually reach -18C.

I'm convinced that this behavior is unintended and food shouldn't consider ambient temperature when determining it's refrigeration status.

Steps to Reproduce

Scenario 1:

1. Create food item
2. Move it into -19C carbon dioxide

Expected behavior:

Food would remain unrefrigerated while it's temperature is above 4C, and would remain refrigerated until it's temperature is above -18C. After the temperature reaches -18C, food gains deep-frozen status.

Actual behavior:

Food instantly gains deep-frozen status regardless of its temperature.

Scenario 2:

1. Create food item
2. Move it into vacuum

Expected behavior:

Food remains unrefrigerated if it's initial temperature is above 4C

Actual behavior:

Food instantly gains deep-frozen status regardless of its temperature.
