For some reason schemes provided on screenshot works differently

Steps:
1) Turn on green signal from switch.
2) both schemes wait for 2 seconds, then green signal works for another 3, then system tuns off.
3) turn off the signal from switch.
4) Scheme on the left sends green signal. Scheme from the right remains red(as indended i suppose).
