Duplicants prioritise Party Line Phone over higher morale buildings

There is a recreation room with a Wind Tunnel, Espresso Machine, and 3 Phones. Without disabling the Phones, I can't get duplicants to use the higher morale recreation buildings.

Steps to Reproduce
  1. Build a recreation room with a Vertical Wind Tunnel, an Espresso Machine, and 3 Party Line Phones
  2. Duplicants will prioritise the Party Line Phones and ignore the other buildings

Yup, I've noticed that too. I've also noticed that my dupes will only use the phone, even if they have a really long downtime - I've built a room with several party phones and mechanical surfboards, my dupes used the phones, and after that they just wandered around the room until it was bedtime. I'd expect them to use other buildings if they still have free time.
