Dupes will manual load petroleum to blastshot maker even if it has a pipe of petroleum going to it.

I'm actually trying to get petroleum bottles moved elsewhere, but they keep trying to bring them to the blastshot maker instead.  I would expect the blastshot maker to be full given it has a pipe full. 

Steps to Reproduce

Build a blastshot maker. Put a pipe of petrol to it.  

Spill some petrol somewhere and mop it.  Dupes will bring it to blastshot maker.

Changed Note: to Dupes will no longer be able to manually deliver petroleum to the blastshot maker in the next testing branch update.
