Dupes never finish venting a disabled oil well

After a max-pressure oil well is disabled by automation, dupes still responds to the degas errand and get stuck there with no work progress bar. They refuse to leave even when the building is unpowered.

Steps to Reproduce

1. Have a oil well fully pressurized 

2. Let the building receive a red signal or cut off the power

3. Dupes still come and trying to vent, but freeze there forever until interrupted by errands of higher priority.

This issue also occurs without automation. If the well has no water available to it but gas pressure is above the limit, duplicants will also stand at the well and not do anything.
