Dupes hang out at disabled oil wells that need pressure released

As the title states, if a oil well is disabled (or out of water) and needs some attention, the dupe will go to the oil well and just stand there.  They will stand there until you either resolve the no water issue or enable - or lower priority so they move to another task.

Steps to Reproduce

Disable an oil well that needs pressure release - Dupe will wait it out, taking a very dangerous smoke break.
