Dupe ignores assigned triage cot with "no current need"

I accidentally fired a bunch of radbolts straight into the face of Nails dealing her an HP damage of 20.

However, she completely ignored the triage cot assignment saying there was "no current need" for healing even though she clearly had only 80/100 health.

Assigning her to a different triage cot made no difference and both cots were set to 99% threshold.

Just before reporthing this here I went to try and reload the save and as soon as it loads she now goes straight into the triage cot...

I've attached the log for the session (apologies as I didn't interrupt play straight away - the time of the screenshots is around 22:49 on the timestamp) but it doesn't seem to include anything relevant to this issue. Also attached today's log when I reloaded the save.
