Generators like the Hydrogen, Petroleum and Natural Gas generators don't have a priority selector, which makes it impossible to give them high priority for an electrical engineer to tune them up for higher efficiency. I would have assumed they used the priority of the power control station, but that doesn't seem to be the case judging by the Errands list.
Steps to Reproduce
1. Build a Hydrogen Generator in a Power Plant
2. Have an Electrical Engineer
3. Set priority of power control station to 9 and check the Engineer's errands list to notice their tune-up task is only at priority 5
