Can't plant Sleet Wheat

What is happening in your case is that the Farm Tile doesn't see the seeds around it because those seeds are being needed somewhere else. 

Check your grill and your gas range buildings, look for recipes that take the seed you are trying to plant as ingredient and cancel those requests.

Whenever you order a food that requires an ingredient, the amount of ingredients required is marked as "Needed Ingredients" and Farm Tiles deducts the Needed seeds from the amount of seeds in the world.

For example: Pepper Bread needs 10 sleet wheat seeds to make; If you have 10 wheat seeds laying around and you queue up an order for 1 Pepper Bread then 10 seeds will be noted in the list of Needed Ingredients. if then you try to plant one of those seeds on a Farm Tile you won't be allowed because the farm tile will count the amount of seeds laying around which is 10 but will then reduce that number by the amount of seeds in the Needed Ingredients list and that will be 10 -10 = 0
