Pip-planting conditions for Starnacle (and probably Pinpoki) seem to be wrong and non-intuitive

Apparently, they need natural (!) backwalls for Pip-planting. Drywall seems not to work, but natural backwalls cannot be created. But they do not need liquid in the target tile, unlike other water-plants for Pip-planting. That strikes me as confusing, unhelpful and probably a bug.

Note that liquid is not a requirement for pip-planting any plants.

I seem to have observed that requirement for Flue Coral. I may be remembering wrongly.
