Liquids in Bottle Fillers not recognised for plant irrigation

My system was to supply polluted water from lavatories to a bottle filler to use in Arbor Tree and Thimble Reed irrigation. No matter what amount of PW is in the Bottle Filler, the farm plots Errands always show "No Pending Deliveries" (there is no other source of PW available). However, when the Bottle Filler is manually emptied, the bottles are immediately queued up for delivery.

Steps to Reproduce

Supply Bottle Feeder with Polluted Water and have farm plots with plants that require polluted water.

Have no other sources of polluted water.

 

Workaround: manually choose "Empty Storage"

I lowered the max amount on the filler from 200 to 25kg. They now fill from it, as long as it's full. 

Perhaps Working as Intended?

Bottle and Canister fillers only make their contents available once the capacity target is met.

A pitcher pump is absurdly faster for liquids distribution for that matter.
