The first packet of liquid will not eject from a vent if it has an option to continue along the pipe. If the flow is continuous the first packet of liquid will skip the open vent then subsequent packets will eject from the vent normally. Liquid will never eject from a open vent if water flow alternates Water-Empty-Water-Empty and so on.
I disabled ALL mods to confirm that was not the cause.
