Farm station seems to inconsistently generate Micronutrient Fertilizer errands

Greenhouses with farmhouses seem to have stopped creating errands to create fertilizer needed to touch plants. On occasion, I've seen one or two branches get the Touched effect but most do not.

Steps to Reproduce

1. Create a greenhouse room with plants eligible to be touched (e.g. Arbor trees)

2. Skill a duplicant with at least Crop Tending

3. Duplicants do not create nutrients

Your duplicants are not producing microfertilizer at the lower Farmer Station because they have already produced more than enough at the upper Farmer Station.
It's just that your duplicants are locked up and cannot use the microfertilizer they have already produced.
