Hello. I'm not sure if I'm right what I'm seeing.. but my dupes prefer climb the pole and build another pole than go and dig the tile with higher priority (when build and dig is on the same priority level in the big table). I will add that I have a mod called Supply to closest. but it address to storing things. nothing else that I have in mind(in mod folder) that would correlate with my issue. I play with the same mods that I do on normal released version of the game + all DLCs avaliable. I never saw this issue back then.
I'm sorry if it was issue on my side or because of mods I use. I hope you can understand my issue and replicate it to test it far more.
Pretty much I just did a dig command towards down.
Then build ladders and pole over it.
Then I added dig command on the left (and build. but they did build a few tiles to the left - where they could reach, and can't go there because they don't want to dig first).
And it was yesterday. Today I launch the game and can see that they climb poles (to do build errand) instead of digging, even after I used higher priority on dig command.
