Dupes not emptying bottle filler for gear balm

My dupes are no longer emptying the bottle filler for gunk to process into gear balm, I have to manually empty the bottle filler for them to grab it and move it to the apothecary.

Steps to Reproduce

have a bottle filler with gunk in it and an apothecary set to produce gear balm.

The Bottle Filler only produces a bottle when it reaches the storage capacity (set to 200 kg in your save) and it there doesn't seem to be enough available to fill it.
