Bug or feature? Chlorine is a "sterile atmosphere" but liquid chlorine is a "normal atmosphere"

Chlorine gas is considered a sterile atmosphere. Liquid chlorine is considered a normal atmosphere. This means that food stored in chlorine gas lasts longer than food stored in liquid chlorine, even though liquid chlorine is colder.

I don't know enough about chemistry to have an opinion about whether this makes sense, so I'm posting here for smarter people to comment on.

Two pics included. One of sleet wheat that will never spoil (in gaseous chlorine) and one of bristle berry that will eventually spoil (in liquid chlorine).

Steps to Reproduce

Place food in gaseous chlorine and liquid chlorine. Observe the atmosphere identified for each and it's effect on the rate of spoilage.

User Feedback

Sterile elements are explicitly spelled out in a very intentional manner. One could make a case for certain liquids like liquid chlorine to be sterile. On the other hand, it could also be part of the challenge of maintaining a deep freezer that you don't go too deep.
