Bonbon guard seeds do not mutate

This may not be a bug but it's worth asking. These trees are exposed to ~11k radiation (just below their max radiation resistance) and no seeds dug up by seals have mutated. I know arbor trees have similar behavior, but also unsure if that is considered a bug or design choice.

Steps to Reproduce

1. Observe seeds never mutate
