Went digging in the code to be sure (sorry), and found that the negative Bionic Duplicant traits are just coming out of a basic random roll. Standard Duplicants have exclusions set up for negative traits that are mutually exclusive with archetypes (such as preventing Kitchen Menace on Cooker), but there are no such protections for Bionic Duplicants (such as preventing Urbanite on Cooker).
Steps to Reproduce
Pick Cooker and Bionic Duplicant. Reroll until Urbanite comes up. Or any other such combination.
