I think it's actually intended, maybe they stop emitting light when they are unhappy, or cramped? It would be nice if this could be written down.
I also noticed that it's not either lights on or off, but rather also something inbetween. It's also not apparent why or when this is the case or what this is dependent on.
Also, I feel like some radiation gameplay is missing (when Spaced Out DLC is active). Maybe Beakons could a candidate?

I think they stop emitting light when unhappy, but not sure.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
