Water Temp not killing germs

Food Poisoning isn't obeying the rules in the popup.  I've setup a water heater for PH2O in the upper right of this base, and if you watch the germ count, it says 35% dying/cycle at 47C, but the germ count is going up, not down.

Steps to Reproduce
Heat up some PH2O without going to the max.

In my experience, less than zero degrees or more than 80 degrees can effectively kill bacteria, and will not immediately die. But in the process of adding new bacteria in the liquid, can not kill the bacteria in the liquid.
