I had my water pump submerged in water and built a pipe out of it. The pump then dutifully filled the pipes with water while waiting for my Electrolyzer to be built. Then it displayed the "Not Submerged in Liquid" tooltip rather than the "Output Not Connected" tooltip.
Steps to Reproduce
Build a water pump in water and connect a pipe and allow it to fill the pipe before connecting/building an output.
