Wash Basin is not used when passed by

Often times after my duplicants do their business they will pass by a wash basin and not wash themselves. This causes germs to spread everywhere. Please fix this. Thank You

Steps to Reproduce
Usually I move the duplicants to the side where they pass through the basin and see if they don't do anything. It has happened where they don't

Currently there are several things that will cause a duplicant to walk past the basin: Either the arrows aren't pointing in their direction, or the basin is out of water, the duplicant has no germs, or there is another duplicant already using the basin. The last one (the basin is busy) often takes people by surprise, but can be remedied by building additional basins in a line to handle the traffic from your toilets.

If you see a duplicant passing the basin without one of these reasons, please let us know!
