Wall Toilet keep dripping water.

The wall toilet keeps dumping clean water even if it is not in use.

this issue only happens after updating to U49 version

Steps to Reproduce

1. build a wall toilet in the rocket spacefarer module

2. connect the wall toilet with clean water

3. set the wall toilet to be uncontrollable by rocket control station

That was caused by a bug in Rocketry Expanded 2.7.1.

When fixing a the rocket ports leaking liquid bug I forgot to only apply it to interior ports, leading to it also overriding wall toilets.

The version 2.7.1.1 fixed it
