Virtual Planetarium freezes over along with dupe when swapping techs

When we try to swap technologies (I cleared the currently researching tech and choose it again), the virtual planetarium loses its graphics and shows as if its idle. The dupe freezes over in the building. Also, in the image, the nearby virtual planetarium also had sufficient databanks to work with + appropriate dupe was free too. It was never used previously (also a bug). But when the first building froze over, the second building is now being used
