unbuildable turbine - no ocean dlc

Since tonight, i did reload my save, just spaced out dlcs without oceania.

i've removed some of my turbines previously but have many.
i have plastic and steel on the asteroid(s), but it only offers me to build it with gasket which i don't have.

Steps to Reproduce

try to build a turbine without oceania, after i've built tens previously, the issue occured after a patch a guess.

Ok solved, we need to convert plastic to something, one more step, but i was kinda shocked , sorry for the noise
