[TU-211867] Duplicant will run the "hamster wheel" indefinitely when there's no battery connected even if attached consumer is disabled

There is only the wheel and disabled air scrubber connected to the grid, the battery and the generator are not built yet (but there was a battery attached before, now deconstructed). The duplicant will continue running on the wheel indefinitely unless I disable/deconstruct the wheel as well.

Steps to Reproduce
Build manual generator and an energy consumer, connect them with a wire. Disable the consumer. It may require attaching, then deconstructing a battery.

It might be especially annoying if you are early in the game and your trio starter build 2+ "hamster wheels" and research station before the batteries are connected, they simply stop their tasks to run indefinitely there with no outcome... =/ (The worst part is if you don't notice it for quite a while... Distracted planning the next sections of your base)
