(TU-210199) Hydrogen generators produce heat even when idle.

Per title.  The rate is about 0.1 degrees per 2-3 second for the hydrogen generator.  Coal generator seems unaffected.

Steps to Reproduce
Place hydrogen generator. Allow it to work in a vacuum. After it has stopped, the temperature of the generator continues to increase. Notice that buildings in vacuum do not transmit heat to each other. Also buildings were built in an abyssalite enclosure.

Left to its down devices, the generator can overheat while sitting idle.  Regarding coal generator, it seems they also heat up.  However, freshly placed generators do not immediately heat up.  They must at least do one work cycle and then idle to heat up.
