Timer Automation Bug

I recently set a timer to 0 time green (just so it wouldn't activate a system it was attached to), and have noticed that every now and then it activates anyway when the timer resets to 0.

Steps to Reproduce
Build a system of some sort (easiest would be a timer connected to a liquid vent) and set the timer to 0 seconds green time and let the game run and notice that every now and then the vent will release some liquids.
