Thimble reed 160kg/cycle

I am not sure if this is a bug, thimble reed seems to require 160kg/cycle, but doesn't take up any polluted water, and doesn't grow? I may be misunderstanding the design goals here.

Steps to Reproduce
Plant thimble reed in hydroponic tile, pipe in polluted water
Go to bugs

What is to the right of those plants? Something might be trying to push the water back up the pipe to flow the other way,
preventing it from reaching the plants.
