As the title states, you can built them on top of each other and will automatically do so if you hold down the left mouse button to place them. They also seems to be unaffected by dragging the deconstruction tool over them (while in instant build mode at least), but can still still be individually deconstructed.
Steps to Reproduce
Build multiple thermal buffer plates on top of each other and try marking them for deconstruction with the deconstruction tool.
