Apparently you can build temp shift plates when a water pump is ALREADY in place.
But after you deconstruct the water pump and try to rebuild it right back in the exact place, it says obstructed by tempshift plate.
Steps to Reproduce
First build water pump then build temp shift plate on the background wall of the water pump you can fill the area with temp shift plate. including ladders. then deconstruct the water pump and try to rebuild it back in exact spot and you get warned that you cant do that.
