Expected behavior: telescope research increases the Learning skill (it is an activity that requires the Scientist job assignment as a minimum, after all).
Actual behavior: I had a dupe who has researched every single planet and he hasn't received a single Learning skill increase.
Steps to Reproduce
Print a new dupe. Have them do telescope research. Wait until all planets are researched. Observe complete lack of Learning skill increases.
