sweep food issue

so i'm not entirely sure when it happened but at the beginning of a new game i was able to sweep food into storage but then around cycle 4 the little characters would no longer sweep food into storage containers, they would still eat the food when they were hungry but food that needed to be refrigerated would start to go stale 

Steps to Reproduce
it was when i did a wide sweep of a bunch of random material and food that they stopped picking up food. but i'm not entirely sure if that caused it, i just happened to notice that they didn't sweep the food i told them to sweep two cycles ago

sorry not sure how to post a save file, but it seems that the problem would occur after I would change the storage preference of the food containers, it would then prevent me from sweeping food I went back and loaded an auto save right before I changed the storing preference and I was able to sweep and store food again.
