Creatures sometimes stun and don't move only game relaunch can help. Also a stunned creature has a characteristic without title.

I was just playing ONI. Doesn't matter what actions duplicants do.

There's a fix for this currently on the public testing branch. You could try opting into the public testing branch or wait a couple days for the update to go live for everyone. Either way please let us know if you encounter it again.
